About Rio Hondo Community Development Corporation

Founded in 2003, Rio Hondo Community Development Corporation (RHCDC) was established through the vision and collaboration of City of El Monte leaders committed to creating housing opportunities for low-to-moderate income families. Beginning with the management of three City-owned rental properties, RHCDC has steadily expanded its impact by developing additional affordable rental units in Rosemead and Baldwin Park, as well as building new homes for first-time, income-qualifying buyers. Our history reflects a consistent dedication to fostering stability, accessibility, and opportunity through housing.

At RHCDC, our mission is rooted in a threefold commitment: to create, improve, and preserve quality affordable housing; to provide economic development opportunities for underserved households; and to revitalize communities through strategic use of resources and property restoration.
