The Youth Making Change Against Tobacco (MCAT) program, operated by the California Health Collaborative in Sacramento, mobilizes youth to enact policy, systems, and environmental changes aimed at reducing the availability and promotion of tobacco products in local communities. Supported by funding from the Fresno County Department of Public Health, the program implements a 5-step Community Action Model (CAM) to engage and train youth advocates, conduct community diagnosis, analyze findings, select changes, and enforce them effectively.
